How a PDF stores rotation
A PDF page records its turn in a /Rotate entry, a multiple of 90 degrees, and viewers apply it when they draw the page. Rotating here changes that entry, which is why nothing is re-rendered and the file size barely changes.
Scanners often save landscape pages sideways, and phone scans can come out upside down. Turn each page until its thumbnail reads correctly; the thumbnail shows the page exactly as it will be saved. Rotate all applies the same turn to every page, which suits a whole document scanned the wrong way.
Each page carries its own turn, so the rotation is kept when you later merge, split or extract, and a landscape table shows across the wide edge in every viewer.

Is rotation permanent?
Yes. The new orientation is saved in the PDF itself (its page rotation), so it opens the right way in every viewer and prints that way.
Does rotating reduce quality?
No. Rotation only changes how the page is turned; text and images are not re-rendered.
Can I rotate by less than 90 degrees?
No. PDF page rotation only allows quarter turns (0, 90, 180 or 270 degrees). Straightening a slightly crooked scan needs an image editor or OCR software.
