How to convert UTC to PST

Here UTC means Coordinated Universal Time, which never changes; PST means Pacific Time, PST (UTC−8) in its winter and PDT (UTC−7) in its summer, as kept in Los Angeles. So PST is 8 h behind UTC in January and 7 h behind in July. Two 9-to-5 working days overlap by nothing in January and 1 h in July.
