Istanbul’s time zone
Istanbul keeps Türkiye Time (TRT), UTC+3, all year round: its clocks do not change for summer. Phones and computers set Istanbul’s clocks from the Europe/Istanbul zone of the IANA tz database, and so does this page.
Istanbul has stayed on UTC+3 all year since 7 September 2016, when Türkiye decided to keep its summer time permanently instead of falling back to Eastern European Time. Before that the city followed the European calendar of clock changes, though not always on the same day: it put the spring change back a day in 2011 because of a national exam and in 2014 because of local elections, and delayed the autumn change by two weeks in 2015.
The permanent offset means Istanbul shares its clock with Moscow, Riyadh and Minsk rather than with Athens and Sofia, its neighbours to the west. In winter Istanbul is an hour ahead of Athens; in summer, when Greece moves to UTC+3, they match. Mornings in eastern Türkiye are dark in winter, since the whole country, more than 1,500 km wide, keeps one time.
